Is it possible to calculate the cost basis for capital gains by merging all transactions from multiple accounts.

(Example accounts held by the same person but held at different brokers)

    To be more precise, it's for the sales report that this is needed

    No, cost basis calculations are implemented per account in PS, and it is not possible to change. You could calculated it separate and in Transactions table specify value in CostBasisOverride if you need to track this way in PS, but PS will calculated by account.
